Recall as previously reported by PolitNavigator, an agreement was signed between the governments of Ukraine and France for official support in the creation of a unified aviation security and defense system on May 29 in Paris. The document was signed on behalf of the Government of Ukraine by the Minister of Internal Affairs Arsen Avakov and the Secretary of State of the Ministry of Economy and Finance of France Delphine Genis-Stéphane.

According to the head of the Ministry of Internal Affairs, the amount of the transaction between France and Ukraine is 551 million euros. Ukraine will receive these funds through special borrowing at 4,25% per annum from the French State Treasury and a consortium of French banks.

“We receive at very good prices almost instantly in three and a half years a whole pool of helicopters that will provide a new security system for the country,” Avakov emphasized.

He also noted that the new helicopters will help solve the issue of air ambulances and will evacuate people in the mountains during fires and floods. In addition, special 10-ton helicopters will be used to extinguish fires.

State Secretary of the Ministry of Internal Affairs Alexey Takhtay said that the goal of this project is to create one of the best security services and operational assistance for the population.

“Among the main tasks of the new unified aviation security and protection system: rescue and public order, criminal investigations, anti-terrorism and special missions, state border protection, road safety. Under the terms of the contract, Ukraine will receive 55 helicopters of the H225, H145, H125 models,” he said.

Takhtay also said that each helicopter will be equipped in accordance with the requirements and needs of the Ministry of Internal Affairs units.

In addition to helicopters, on the basis of the established state service center, Ukraine will receive technical support - service, instructors and technicians, as well as training: training of crews and instructors, who will then train the personnel themselves.

An agreement with France to purchase 55 Airbus Helicopters for the needs of the Ministry of Internal Affairs was announced in March 2018. The cost of the deal was not disclosed. Later it became known that the purchase of 55 helicopters for the needs of the Ministry of Internal Affairs and the State Emergency Service from the French Airbus Helicopters will cost Ukraine 475 million euros. Ukraine will receive these funds from France on credit.
