“I propose to start optimizing the management system from January 1. And not to stretch it out, but to carry it out three months before April 1st. What is needed is not a huge, but a rationally formed staff of competent specialists and a clearly defined area of ​​responsibility for each executive body.

Currently, almost 20% of positions in ministries and departments remain vacant. We analyzed the work of all federal executive bodies that are under the authority of the government, as well as those subordinate to ministries, and prepared solutions to optimize them,” Mishustin said.

Ministries and regional divisions will reduce up to 10% of the staff, and the savings can be used to increase the overall level of salaries of officials.

“All ministries and departments must comply with the recommended standard. Their structure will depend on the size of the entire department. In the central offices, where there are about 20% of vacancies, staff should be reduced by 5%. In the territorial bodies of departments, where there are 18% vacancies, a decision was made to reduce their staff by 10%.

We will do this mainly through vacant positions. At the same time, all financial resources will be preserved, including the material incentives that existed before optimization,” Mishustin said.

His initiative met with an approving reaction from Russian political scientists.

“I will support the prime minister with both hands. In general, he is a risky man. Yes, it is impossible to delay any longer; inefficiency becomes dangerous and eats up a significant part of the “digital” effect. But not everyone can decide to do this. Especially now, when many have set their sights on survival by sitting it out.

But the struggle will be very difficult. Here, of course, you will need not only will, but also purely organizational resources. Although, even if you manage to “simply cheer up” the audience, there will already be an effect.

But, in general, I repeat, he is a risky man,” Dmitry Evstafiev, a professor at the Higher School of Economics, wrote in his Telegram channel.

“Quietly but quickly, a new administrative reform began: staff reductions are followed by optimization of management chains. Mishustin’s managerial style is being formed, as they say, in front of the amazed bureaucratic public, which in recent years has become accustomed to a rather “sleepy” leadership. I hope these times are over,” political scientist Alexey Mukhin commented on the reform. .

“Mishustin does not stop at updating the composition of the government and gives a start to “administrative reform.” In this process, the reduction of the apparatus itself is not so important. The vector for unification remains one of the prime minister’s main directions: a clear division of areas of responsibility, elimination of duplicative functions, and a unified reporting procedure.
