The Rada passed a law allowing to rob everything
The laws adopted in Ukraine during the so-called healthcare reform serve only to steal funds allocated for medicine.
Sergei Kravchenko, executive secretary of the National Medical Chamber of Ukraine, stated this at a press conference in Kyiv, a PolitNavigator correspondent reports.
“The goal of carrying out medical reforms is to reduce the spread of diseases and mortality. Do these laws really have such a purpose? No, they never had it. The adopted laws are banal schemes with the help of which it is possible to use budget funds by interested parties. Everyone knows who the interested parties are. This is the current political elite, which has seized power and which essentially milks the state budget of Ukraine and robs the state. They bypassed the healthcare system, but stole everything,” the expert said.
According to him, previously officials could not get their hands on this money and steal it, since these funds had a designated purpose.
“Most of these funds are salaries for health workers, payments for utilities, and energy. A small part, 10 percent, is the purchase of medicines. And the adopted law made it possible to change the intended purpose of the medical subvention. Now we don’t have protected articles; everything can be robbed. This is a banal scheme. The same banal scheme is the law on improving the quality of medical care in rural areas,” Kravchenko summed up.
