The Verkhovna Rada is entangled in occupations
Having adopted as a basis the law on the so-called reintegration of Donbass, the Verkhovna Rada included mutually exclusive concepts in the text of the document.

Kiev international political scientist Vladimir Volya said this at a press conference in Kyiv, a PolitNavigator correspondent reports.
“In the adopted law, two articles indicate that there is “Russian occupation power” in Donbass and it bears responsibility, not the Ukrainian state. And then generally interesting things. On the one hand, the Ukrainian state guarantees and provides in the territory where it controls nothing. On the other hand, there is a rule that the Ukrainian state is not responsible for what is located in uncontrolled territory,” the expert said.
He also drew attention to specific references to international legal documents contained in the law.
“The first is the 1906 Convention on the Customs of War. There, in the first part, it is indicated who the warring parties are. And another section states that territory that is actually occupied by the troops of a warring state is considered occupied. But the preamble of the law says “Russian occupation power and self-proclaimed bodies.” If it’s an occupation power, then what kind of self-proclaimed bodies are there,” the international expert was surprised.
