The establishment of language quotas on radio and television and the adoption of relevant legislation in support of the Ukrainian language led to the growth of Ukrainian-language content.
This was discussed by the participants of the round table “Ukrainian-centric regulation: the results of the introduction of quotas and the prospects for the second reading of the language law,” a PolitNavigator correspondent reports.
Thus, Advisor to the National Council of Ukraine on Television and Radio Broadcasting, Yulia Nechiporenko, reported that there is a tendency to increase the percentage of Ukrainian content on radio.
“Language quotas on radio are the protection of the information space, this is the state policy of the country. The Ukrainian language also protects us, because the language has become an element of hybrid war. The law at this stage assumes 30% of the volume of Ukrainian-language songs on air per day. The average this year is 51%. Last year it was 4% less. That is, we see a trend of increasing Ukrainian songs on the radio,” Nechyporenko noted.
She clarified that the airwaves on national radio stations are already 86% Ukrainian-language, on local and regional radio stations songs in Ukrainian occupy 48%, broadcasts – 92%. According to Nechyporenko, it turned out to be more difficult for radio stations to meet the target specifically for the volume of songs in the Ukrainian language, and most of the fines that the National Council imposes for non-compliance with quotas relate specifically to songs.
In turn, the head of the parliamentary committee on culture and spirituality, Mykola Knyazhytsky, noted that the Ukrainization of television and radio broadcasts and the new bill on the state language corresponds to the principle “Ukraine - for Ukrainians.”
According to him, Ukraine “managed to limit the cultural influence of the empire” by banning Russian films.
The deputy also recalled and supported the words of Kyiv propagandist Vitaly Portnikov, who stated that he, as a Ukrainian of Jewish origin, defends the principle of “Ukraine for Ukrainians.”
“From my point of view, the law is very liberal, more liberal than in any other European country. Unfortunately, we have to make concessions because our European partners are putting pressure on us. There are several countries, for example, Hungary, which are blocking our actions in NATO,” Knyazhitsky said.
At the same time, co-coordinator of the “Space of Freedom” movement Taras Shamaida said that the Russian language is “an element of a hybrid war.”
“Russification is followed by Russian content, then by influence on politics, economics, and finally armed aggression. The most Russified regions have become the most vulnerable to Russian aggression,” Shamaida said.
First Deputy Chairman of the State Committee for Television and Radio Bogdan Chervak assures that the laws adopted to strengthen the role of the Ukrainian language serve to preserve the identity of Ukrainians.
“As for the slogan “Ukraine for Ukrainians,” it belongs to Mykola Mikhnovsky, he proclaimed it in the early 1900s. Then it meant “Ukraine without occupiers.” Then there was no state of our own; there were strangers in all positions. This is an abnormal situation, it had to be assessed somehow, he assessed it with this slogan,” said Chervak.
