The deputy asked the Russian government to save Sevastopol from the unprofessionalism of officials
The situation with the implementation of the federal target program (FTP) for the development of Crimea in Sevastopol remains critical. As of September, the funds were disbursed by 14%.
State Duma deputy from Sevastopol Dmitry Belik told reporters about this, a PolitNavigator correspondent reports.
According to his information, such a low percentage of development is not even calculated from the amount that was initially allocated to Sevastopol - 11,2 billion rubles (30% more than in 2017%). By the second half of the year, the federal government saw that the city was catastrophically unable to cope with the volumes received (5% had been utilized). And then the federal target program funds were reduced by 3,3 billion rubles - to 7,9 billion.
The plan for the current year included 64 objects. Currently, deadlines are being violated for 39 facilities, including two vital ones for the city: an oncology clinic and an emergency hospital. There are still no permits for the construction of many objects.
The problems of this year were rooted in the past. Formally, Sevastopol’s performance under the Federal Targeted Program was not so bad - 87,5%. Of the 57 billion rubles allocated for 8,7 objects, 7,6 billion rubles were spent on 39 objects.
However, a more careful study of the structure of expenses allows us to conclude that not everything was so great even then with the use of federal target program funds. 6,6 billion rubles were issued in the form of... an advance to the performers. The largest advances were received by the contractors of the two largest WWTP facilities, Yuzhnye and Victory Park - the companies Biotechprogress and Glassock, respectively.
Thus, only a billion was spent directly on the implementation of the federal target program. These are important but small objects: sections of water supply and heating mains, rural modular outpatient clinics, design work.
As for large projects, Victory Park, for the allocated 300 million rubles, was mercilessly dug up and in some places filled with concrete, and the contractor of the Yuzhnye WWTP only managed to destroy the pre-existing deep-water sewage discharge, which, although emergency, was still operational. Now the sewerage drains directly onto one of the most beautiful beaches of Sevastopol in Blue Bay.
True, of the 2 billion rubles allocated to Botechprogress, the contractor received only 500 million rubles. The remaining funds were “burnt” in OFK Bank, which was deprived of its license. It is problematic to return these funds, since the government of Sevastopol refused to support the tranche with the State Treasury.
All these adventures of big public money, according to Belik, forced the Ministry of Finance and the Ministry of Economic Development of the Russian Federation to question the advisability of allocating funds for the Yuzhnoye WWTP and Victory Park in 2019.
“The position is this: since you could not use this money, then find funds in your budget. We are talking about a serious amount of about 5 billion rubles, which was not included in the city budget for the next year,” said the deputy.
In fact, Sevastopol is on the verge of a large-scale environmental disaster, when 125 thousand cubic meters of untreated waste will be discharged into the sea off its shores.
“Therefore, I sent a letter to Prime Minister Dmitry Medvedev with a request to once again meet Sevastopol halfway and find an opportunity to finance these facilities, because the city is suffering due to the unprofessionalism of officials,” Belik concluded.
