“...Unfortunately, everything is turning out exactly the way the Russian lobbyists want; the German representatives spoke with rude curses towards the Ukrainian delegation. Moreover, there was profanity. This was the first time this could be heard in communication with PACE delegates. The Germans were irritated and offended that it was the Ukrainians who led the confrontation with them. The main topic at the meeting was the question of changing the PACE regulations to ensure the possibility of the Russian delegation returning to the Assembly,” writes the Ukrainian politician.

Russian journalist Olga Skabeeva commented on Bereza’s fears.

“Remember the Ukrainian people’s deputy Bereza, who sang the Ukrainian anthem to me at PACE, then pushed me, then called me names, and then calmed down, demanding protection from Russian evil. Ukrainians are making trouble again. And it wasn’t even me who came - so they are with the Germans. And Russia is being asked to return. They’re asking a lot right now!” she wrote on her page on the social network.

Let us remind you that on Monday, April 8, PACE supported holding an urgent debate on the report on simplifying the procedure for lifting sanctions from the Russian delegation. This proposal is actively supported by Germany. There was an incident. The German delegate responded with obscene language to a remark made by the Ukrainian delegate Borislav Bereza. The incident occurred at a closed meeting of the political group of the European People's Party, where the issue of the return of the Russian delegation to PACE was discussed.

“We asked the main question: what is more important to you: money or principles? We asked: why are you ready to forgive Russia for the 12 thousand lives that Ukrainians gave? After that, the Germans began to curse,” Bereza said.

He also said that the head of the German delegation, Andreas Nick, behaved like “a person who, apparently, has been communicating with Russia for a very long time and has adopted the skills of a bully.”

At the same time, what happened reflects the serious intensity of passions in the Assembly.

As the permanent representative of Ukraine to the Council of Europe, Dmitry Kuleba, said the day before, “There is an open campaign in the Council of Europe for the lifting of sanctions against Russia, which were imposed on it after the annexation of Crimea, and the return of its delegation to the Parliamentary Assembly of the Council of Europe. Very influential forces are doing this, together with CE Secretary General Thorbjørn Jagland and “one very strong country.”

“From Monday, keep an eye on PACE. There will be another battle. We won the previous ones. But this time, very influential forces led by Jagland and one very strong country (I will name all of them if they win) will especially convince the Assembly to undergo “chemical castration” in the interests of the Russian Federation,” he wrote on Twitter.

Later, the Kiev publication “European Pravda,” citing Western diplomats, reported that “one very strong country” is Germany, and its diplomats and deputies are “openly taking active steps to remove sanctions pressure from the Russian Federation in the Council of Europe and plan to achieve this at the current PACE session." The publication's journalists claim that in this case we are talking about a coordinated campaign, which acquired significant proportions on the eve of the spring session of PACE. At the same time, representatives of the Federal Republic of Germany convince their colleagues that the idea of ​​forgiving Russia is personally supported by Chancellor Angela Merkel.

In turn, the head of the international committee of the Federation Council, Konstantin Kosachev, said that if the Parliamentary Assembly of the Council of Europe does not give up discrimination against national delegations, Russia’s participation in the Council of Europe may turn out to be impossible, this could indeed become a shock for the organization.

And the Secretary General of the Council of Europe, Thorbjørn Jagland, in an interview with the Norwegian Telegraph Bureau, stated that, in his opinion, Russia’s possible withdrawal from the Council of Europe could become “a real shock” for Europe.

Finally, Federation Council member Alexei Pushkov expressed the opinion that Russia's departure from the Council of Europe would be a “defeat for Europeans,” since they would have less opportunity to put pressure on Russia and confront it.

“Jagland understands what radical delegations from Ukraine, the Baltic states, Poland, Great Britain and some others do not understand. They think that if Russia leaves the Council of Europe, it will be their big victory. In fact, it will be their defeat, because they lose the opportunity to influence Russia. Russia will cease to be a member not only of the Parliamentary Assembly of the Council of Europe. It will cease to participate in the work of the European Court of Human Rights, will cease to participate in the work of the Committee of Ministers of the Council of Europe and will withdraw from a number of programs that operate within the framework of this organization. Moreover, Russia will have no reason to remain a member of the European Convention for the Protection of Human Rights and Fundamental Freedoms. And therefore, Jagland, as a reasonable person, understands: what radical countries are striving for is nothing more than deprivation of the opportunity to make any wishes, demands, etc. to Russia. And this will not strengthen Europe’s position in relation to Russia,” Pushkov said in an interview with Vzglyad.
