“What happened in Crimea happened partly with outside support, but Crimea was surrendered by the end of February 2014 to the current government in the country. Yanukovych was no longer around then. Aksenov and Konstantinov simply received and retained posts in Crimea, as a result of which they violated the oath of civil servants of Ukraine. The power at that time was the one who acted as president (Alexander Turchinov - approx. ed.) and the entire composition of the National Security and Defense Council of Ukraine, which was supposed to make a decision on the introduction of an anti-terrorist operation or martial law on the territory of Crimea. Only this would allow us to adequately respond to the threat that has arisen against the territorial integrity of Ukraine,” he said.

According to the ex-official, the possibility of returning the Crimean Peninsula to Ukraine can only be discussed if the standard of living in Ukraine exceeds that of Russia, which is not the case now.

“Crimea will return only if we build normal long-term agreements with external players on Crimea, and if we make sure that life in Ukraine will be much better than life in Russia, where Crimea is de facto located. Only then can we say that the prevailing opinion there will be the need to return to Ukraine. Without improving the standard of living here in Ukraine, talking about people’s desire to return to us is simply absurd. If the minimum wage in Russia is higher than ours, then I doubt that Crimeans will strive to return here,” Mogilev is sure.
