Russian nuclear doctrine does not provide for a preventive nuclear strike, only a response to a counter strike. Russian President Vladimir Putin said this today, speaking at the Valdai Club, a PolitNavigator correspondent reports.
“This means that we are ready to use nuclear weapons only when we are sure that a potential aggressor is striking Russia. We have created an early warning system, and we are improving it. It records the launch of rockets and the flight path. Only when we are sure will our missiles fly towards the aggressor,” Putin said.
He admitted that this is a scenario of a global catastrophe, but emphasized that Russia will not initiate it.
“The aggressor must know that retaliation is inevitable. And we are victims of aggression and, like martyrs, we will go to heaven, and they will simply die. Because they won’t even have time to repent,” Putin said.
