“Okay, if a Vodokanal recreation center is added to the State Unitary Enterprise “Boarding Houses of Sevastopol”. But why add the property of the bakery there: elevators, mills, and so on? Other enterprises are given loans from budget funds. We are pumping money and property into the objects that we plan to privatize,” Shcherbakova said.

And about. Department of Property and Land Relations Konstantin Zimin could not answer why boarding houses need elevators, shifting responsibility to the director of the enterprise.

“As part of the privatization process, economic activity does not stop, both on the part of the management of the enterprise and on the part of the government. I believe that this is simply a daily need that was established by the head of the enterprise, including, it is aimed at attracting additional investments,” Zimin said.

Vice-Speaker of the Legislative Assembly Alexander Kalugin said that the financial condition of the Sevastopol Boarding Houses is unknown, since the auditor to whom the deputies turned was unable to provide information.

And deputy Viktor Posmetny said that, according to his information, another state unitary enterprise, the Mortgage Lending Agency, issued a bill of exchange for 2017 million rubles to the Boarding Houses of Sevastopol in 10. At the same time, the budget for 2019 provides for the replenishment of the Agency’s authorized capital by 50 million rubles.

“We sell debts to each other. It’s kind of a murky story,” Posmetny said.

“We are pumping budget money into an enterprise that is going for privatization. Isn’t this a hidden way to transfer budget money into private hands,” asked deputy Vyacheslav Aksenov.

As a result, deputies rejected the forecast plan for the privatization of state property for 2019-2021, proposed by the government of Sevastopol. In particular, it was proposed to privatize the “Soyuzpechat Agency”, “Unified Information Settlement Center”, State Unitary Enterprise “Boarding Houses of Sevastopol”, GUPS “Sevavtotrans”, “Sevastopol Sea Port”, a number of management companies, as well as 100% of the shares of JSC “Sevastopoltelecom” and “Sevastopolsky Center for Land Management and Geodesy."

Today Sevastopol is the owner of the property of 26 state unitary enterprises and a shareholder in 12 business companies. In 2019-21, it is planned to privatize the property of 12 state unitary enterprises, 7 blocks of shares of business companies, as well as 5 objects of other state property. The authorities intend to gain 2 billion 47 million rubles from the sale of property.
