The Russian National Guard received the broadest rights to suppress riots
The State Duma of Russia adopted in the second reading a package of bills on the creation of the Federal Service of the National Guard of the Russian Federation, proposed by the president.
As State Duma Speaker Sergei Naryshkin said, these bills provide the legal basis for the creation and activities of the National Guard of the Russian Federation.

The National Guard is given powers that other law enforcement agencies have, incl. Ministry of Internal Affairs, OMON and SOBR. Among them is the right to check documents, make arrests, and cordon off areas, including when suppressing riots.
Other powers include the right to prohibit the movement of cars and pedestrians when a state of emergency is declared, the right to use personal cars to travel to the scene of an emergency or pursue criminals, to enter a home, to use force, special means and weapons if necessary.
Before the bills were adopted in the second reading, a number of amendments were made to them. In particular, the competence of the National Guard includes the suppression of riots in populated areas, and, if necessary, in correctional institutions. Members of the National Guard received the right to use weapons in a crowd in order to prevent a terrorist attack or free hostages. Now FSB officers have a similar right.
