Siluanov stressed that the Russian side will expect Kyiv to fulfill its obligations. “If the obligations are not fulfilled, we will file for arbitration in accordance with the agreement on investing NWF funds in bonds of Ukraine as a sovereign,” the minister said.
On February 10, the head of the Russian Ministry of Finance announced that Ukraine had turned to Russia with a request to restructure its debt in the amount of $3 billion. According to Siluanov, this was discussed during his negotiations with his Ukrainian colleague.
Later, the press service of the Ministry of Finance of Ukraine denied this information. The department explained that there was an agreement that Ukraine would negotiate with creditors regarding debts, but Kyiv did not contact Moscow.
As Moody's reported in January, if Moscow demands that Kyiv repay its debt, Ukraine could face a default.
