Russian Foreign Minister Sergei Lavrov stated this today at a meeting with representatives of European business in Moscow.

“A special report was prepared and an investigation was conducted, from which it clearly follows that the mine was not planted by the militia. From the same report it follows that the Ukrainian authorities refused to provide the video recording of this incident that they had. Nobody began to inflate this topic. We also don’t want to look for those to blame, although here, in my opinion, everything is obvious. We are interested in the implementation of the Minsk agreements,” Lavrov said.

According to him, this incident was one of the reasons why Russian President Vladimir Putin proposed sending peacekeepers to Donbass to protect the OSCE mission.
