The Verkhovna Rada appointed Lyudmila Denisova to the post of Commissioner for Human Rights instead of Valeria Lutkovskaya, a PolitNavigator correspondent reports.

During the consideration of the issue, the chairman of the Committee on Human Rights, National Minorities and Interethnic Relations, Grigory Nemyrya, noted that the issue of electing an ombudsman was out of the legal field, in particular due to a conflict in the voting procedure: the law on the Commissioner provides for a secret voting procedure for deputies, and the regulations - open procedure.

Reacting to this, Chairman of the Verkhovna Rada Andrei Parubiy noted that in this regard there is an explanation from the regulations committee regarding the advisability of electing the ombudsman by open voting in accordance with the regulations.

Denisova is the Chairman of the Verkhovna Rada Committee on Social Policy, Employment and Pensions, a member of the Popular Front faction. She was elected to the Verkhovna Rada on the list of the Popular Front party.

Parliament will vote for the dismissal of Lutkovskaya after Denisova’s oath.

On April 28, 2017, Valeria Lutkovskaya’s 5-year tenure in this post expired.

Lyudmila Denisova was born on July 6, 1960 in Arkhangelsk. Citizen of Ukraine since 1991. In 1990, she moved to Crimea, where she was a personnel inspector at the Crimean branch of the Pension Fund. In 1998-2001 - Minister of Economy, and then Minister of Finance of the Council of Ministers of Crimea, in 2001-2002. – Head of the Crimean Department of the State Treasury of Ukraine. Member of the Verkhovna Rada of Crimea (2000-2002), people's deputy of Ukraine of the V, VI, VII and VIII convocations from the Batkivshchyna party. Twice - in 2007-2010 and 2014 - she served as Minister of Labor and Social Policy of Ukraine in the government of Yulia Tymoshenko.
