The acting governor of Sevastopol, Dmitry Ovsyannikov, is sending positive signals to two local antagonists: the hero of the Russian Spring, “people's mayor” Alexey Chaly, and the former Minister of Defense of Ukraine, the owner of a large construction company, Pavel Lebedev.

Ovsyannikov declared his support for Chaly’s projects immediately after taking office and confirmed it today at a press conference in Moscow. He called the Tavrida Electric enterprise, which Chaly previously owned, key to the city’s economy, and Chaly’s project within the framework of the NTI EnergyNet program as a driver of industry in the future.

Ovsyannikov also paid attention to another project of the “people’s mayor” - original winemaking. He promised to allocate land for this industry, which the previous city authorities did not do.

“We are working on allocating additional plots and involving agricultural land in this industry. Today, at a government meeting, the issue of identifying the geographical brand “Sevastopol” as Burgundy or Champagne is being considered, so that they can present a more elite product on the market, which is protected by the brand. This is our point of growth,” Ovsyannikov said.

Developer Lebedev will not be left without land either. Ovsyannikov complained that this year only 100 thousand square meters of housing will be delivered in Sevastopol, which is two and a half times less than in Ukraine. Meanwhile, the mayor considers construction to be the third most important direction of the city’s development after the defense industry and the social sphere.

“The objects that are presented for delivery have numerous violations. If we are not going to demolish and blow everything up, we must build a procedure and accept these objects so that the market does not decline by 17-18. We will work in the second direction - the allocation of land plots for construction. This didn’t happen for two years,” Ovsyannikov said.

Indeed, the first Russian governor of Sevastopol, Sergei Menyailo, declared a moratorium on all construction in 2014, then some of the projects were allowed to be completed, but publicly Menyailo was hostile to developers who tried to declare their problems. He became famous for blowing up an illegal high-rise building in the center of Sevastopol on the seashore.

It is noteworthy that Alexey Chaly always opposed the thoughtless development of apartment buildings in Sevastopol. Now the media under his control are supporting the Sadovod state farm in a land conflict with the Artvin company, which is associated with Pavel Lebedev.

Time will tell whether Ovsyannikov will appease the competing businessmen by giving city land for both projects.
