“On August 22, the Russian Federation, ignoring established international rules, procedures and agreements reached, without the consent and accompaniment of the International Committee of the Red Cross, began the illegal import of humanitarian cargo into the territory of Ukraine,” the Ukrainian Foreign Ministry said in a statement.
According to the Ukrainian Foreign Ministry, “this morning, Ukrainian employees were blocked by Russian forces and removed from inspecting the remaining vehicles of the convoy, despite preliminary agreements and the fact that they were previously invited to the territory of the Russian Federation by the Russian side.”
The Foreign Ministry emphasized that neither the Ukrainian side nor the ICRC knows the contents of the trucks, which “raises special concerns.”
“The fact that Russian cars entered the territory of Ukraine without appropriate border and customs clearance and the cargo was not handed over to representatives of the International Committee of the Red Cross in the prescribed manner indicates the deliberate and aggressive nature of the actions of the Russian side,” the Foreign Ministry emphasized, noting that “The Russian side bears full responsibility for the safety of the cargo.”
“However, despite all the attempts of the Ukrainian side, it has still not been possible to establish contact between the general staffs of the armed forces of Ukraine and the Russian Federation, which is critical for ensuring the safety of the convoy. Please note that terrorists are firing mortars along the possible route of the cargo. We also do not know the content of the agreements between the Russian side and Luhansk militants and we do not exclude the possibility of any planned provocations,” they said in Kyiv.
“We call on all international partners to join in the strong condemnation of the illegal and aggressive actions of the Russian Federation,” the final part of the statement reads.
As Navigator reported, the International Committee of the Red Cross said that it is not accompanying trucks with humanitarian aid from Russia that crossed the border with Ukraine this afternoon: the convoy is escorted by Luhansk militias. The Russian Foreign Ministry stated that Ukraine is delaying all procedures related to the humanitarian convoy.
