The government of Sevastopol violates both federal and local laws
The refusal of heads of government departments to make reports at a meeting of the Legislative Assembly of Sevastopol is a violation of Federal Law 184, which defines the control activities of parliaments, a PolitNavigator correspondent reports.
Speaker of the Legislative Assembly of Sevastopol Ekaterina Altabaeva stated this on the Vesti Sevastopol TV channel.
“You cannot disobey the law. The city charter clearly defines the powers of the governor. He coordinates the relations of the executive branch with other authorities of Sevastopol. This is simply a violation of the charter,” Altabaeva said.
She believes that all claims to the Legislative Assembly of the Governor of Sevastopol Dmitry Ovsyannikov are of an emotional nature.
“We are trying to build constructive relationships. But this is a mutual process. Both branches of government must listen and hear each other. I hear the governor’s comments and understand that he is probably emotionally irritated by the activities of the deputies,” Altabaeva said.
Let us recall that Ovsyannikov tried to sue Altabaeva under a flimsy pretext, but lost the case in two instances. The governor of Sevastopol demonstratively recalled his representative in the Legislative Assembly. According to local media, Ovsyannikov demanded that the organizers of cultural events not invite the speaker to places where the governor was planned to be present.
