The US offers Russia an international administration to “gracefully leave” Donbass
Donbass needs an interim international administration that will take responsibility for the police, courts, public services and election preparations
This was stated in an interview with the Kyiv online publication “Apostrophe” by former US Ambassador to Ukraine William Taylor, who currently holds the position of executive vice president of the US Institute of Peace in Washington.
“The Russian justification for the invasion of Donbass was “protection of Russian speakers.” If international peacekeeping forces took control of the entire Donbass, including the Ukrainian-Russian border, they could ensure security for all Ukrainians in the Donbass. A short-term international interim administration for Donbass will likely be needed, which will take responsibility for police, courts, utilities, election preparation and the re-settlement of internally displaced persons,” the US diplomat said.
“Military forces must ensure security, disarm illegal armed groups or force them to return to Russia. The international civil administration would then be able to perform other duties on a temporary basis. I think this is an acceptable path for Russia in which they could leave Donbass gracefully,” Taylor says.
